At the time of OP, the theme at the top was different, though it was subtle some of the more regular members caught on to it, with is what the OP was reffering to. The more recent discussion about the Quick Reply is referencing the 'Quick Reply' option that was available before, but previously did nothing. As the post says, it now works.
