Not sure if its the video card or LCD on the Laptop. It only seems to happen on reboot.

Red shapes outline the windows logo and Starting Windows.

Open it up an reseat the video cable on the MB and inside the LCD. I can be 1 of 4 things loose cable, bad cable, bad LCD, bad video card. Usually in that order as well.
