Just like downloading isn't illegal. People say it is. Well in court they don't go after the people downloading. They go after the people sharing the downloaded content. The reason is anytime you go to a website you download the content to your pc. That is copyright infringement right there. People will say it isn't. But a animated .gif file is a animation(movie) so you are copying and downloading someone else's intellectual property. This is just a big grey area that i don't see being fixed anytime soon.
