Sadly I wouldn't put it past the more penny pinching ISPs that were notoriously know for this already like Comcast and Cox. I expect the cellphone companies to have a field day with it since they can apply their upselling data tiers to a new market. I also don't see much good coming out of the companies who enjoy stagnation and refuse to invest in better infrastructure like Time Warner and AT&T. All in all its a big win for capitalism which more or less turns out to be pretty shitty for consumers.
