3x IcyDock HDD cages + standard 4 racks. There, I just used 22 slots. Granted the highest you are going to get on a 2.5 drive is 2TB and one of those 18 is going to be an SSD.

The Lian Li PC-343B Modular Cube Case will hold 30 hard drives, and is only around $300.
